Its not "to the investors".

Its " the damage is to the investors, the employees and/or the consumers".

And in the unlikely event its just to the investors in the short to medium run, it won't be just to them in the long run when they invest less, or their investments shifted to other countries, or to tax shelters rather than were it will be mote productive.
