Clinton and Democrats raised taxes. Republicans took control of Congress but didn't undo the tax increase, proving that the tax increases were necessary.

The key to balanced budgets under Clinton were two things, the massive tax increase and the use of Paygo (pay as you go). Paygo required both sides to pay for spending and tax cuts before they were passed or sent to President Clinton. Paygo was created after an impasse by the Democrats and Bush 41.

After Clinton was out of office, Paygo ended, spending soared and taxes were cut. Bush promised to not create one penny of debt but instead doubled the debt. Reagan promised to balance the budget and nearly tripled the national debt.

Conservatism (tax cuts) is a failure. Even die-hard conservatives who are not lying say they pay for about 1/3 of what they cost which leaves them needing to fund the other two-thirds and all the other spending with tax increases.
