No, its recognizing reality. Without their additional pressure for restraint on spending, there wouldn't have been balanced budgets. Clinton wanted to spend more.

Regarding recessions, both recessions were short-lived and had a very little impact on the budgets.

They had enough that if they had occurred during Clinton's years, some of the balanced budgets (if you use unified accounting for the government) would not be balanced/in surplus.

Tax cuts are the problem.

High taxes are a problem. Too much spending is a big problem. Run away entitlement spending is THE problem.
