No, the new sanctions are stricter and they're almost certainly going to interfere with the construction of the new northern pipeline. The law also made it illegal for Trump to remove the sanctions without Congressional approval.

This all helped send natural gas to China and secured European markets for Kazakhstan and Azerbaijan through a route bypassing Russia.

There's no reason to exclude Russian natural gas from the European market, just so long as their market share has alternatives which negates any possible use of Russian natural gas as a political weapon.
