There is no why not. There has to be a why first. Its like saying that North Korean's most recent nuclear test happened because of the flooding in Houston (or worse vice-versa) because they happened in a similar time frame. You have to establish some connection first, before someone can try to tear down (or accept) the connection that's drawn. Right now you have two seemingly unconnected and unrelated things. Its like the plans of South Park's underpants gnomes.

There's no obvious causality between the two.

What else was going on at the time period of the participation rate dropping? Maybe a combination of recession and American jobs being moved off shore? Automation replacing jobs?
