There are a number of ways to control it to an extent, but its hard to shut out completely because it can pop up elsewhere.

But really my main point in the conversation has been against a financial transaction tax. I wouldn't support efforts against high frequency trading, but I probably wouldn't make a big deal about it unless I thought the method used was particularly bad.
