Obamacare (the law now forever), tax reform, DACA ..... he made bold promises. Now he's afraid to do anything. Doesn't really care what is done as long as someone else does it. He wants the "win" but no blame.

Hell, even pulling out of the Paris Accords was just an announcement of a future intention and re that intention, he also said he looked forward to going back into it once he "renegotiates" it.
