It is hard to see how it is that different from stronger borrowers being able to borrow at lower rates giving them a competitive advantage. That's life. That's why you have to get bigger or you get smaller.

Because it hurts everyone but the traders and distorts the market.

It is not penalizing someone to not allow them to cheat the system.
