If the price goes down (supply and demand) it's a failure.

No the price can go down and it can be a success, or it can go up and it can be a failure. The important point isn't so much the previous price but the price that it would otherwise have been.

If the stock was going to go down 10, and after the buyback it only went down 5, than it could be a success. If it was going to go up 10 but the buyback meant it only went up 5 then it was a failure.

Of course the problem is you don't know what would have otherwise happed. You only get to make the decision one way in each situation not both to see what would have happened.
