You could provide all the energy the world needs with today's PV's (existing technology) by covering less than 1/10th of one percent of the worlds deserts.

All the energy used by humanity.

No need to cover the oceans at all.

the production of electricity by solar panels in the desert is easier and cheaper than over the rivers (over the ocean it would be more expensive than over the rivers) but producing it in the deserts of US won't help to reduce the violence of hurricanes. Perhaps over the Sahara desert would help, because the hot winds from there affect the atlantic ocean.
