It takes weeks for republicans to unlearn the lies their party tells so let me begin by saying that President Clinton forced republicans to use PAYGO (pay as you go). PAYGO was created by Bush 41 and the Democrat Congress. It worked. It basically said the president wouldn't sign any spending or tax cut unless it was paid for. As soon as Clinton was gone, Bush 43 got rid of PAYGO and the republican congress exploded the deficits again. You see, rule #1, republicans never learn. They must lie.
