I think he was not forceful enough for Trump. His talents lie in organization and fundraising.

my impression, he was leaking. playing both sides for RNC. he also failed in health care. he was the person who convinced trump he could get it through a republican congress. trump was to do tax first. I expect his failure on health care and suspect leaking did him in.
