That's not the question.

Reagan carefully planned and executed the end of the Cold War for years. Before he was ever elected, he had expressed his belief that there was a brief window of opportunity to bring about the end of the Cold War by engaging USSR in an arms race which it could not afford. SDI was part of this unique approach.

Reagan realized how stupid the Doctrine of MAD was, and scoffed at the idea that someone could "win" a nuclear conflict. Thus, his approach engaging the USSR was a way of ensuring there would be no nuclear conflict.

Hating on Reagan makes liberals feel good about themselves, and he had his faults. But his big successes were things that really made a difference in the lives of Americans. A truly substantive president.
