Reagan depended on republican votes and votes from blue dog conservative Democrats for most of the nonsense he asked for. Don't misunderstand me, it's easy to vote for more spending and it's even easier to vote for tax cuts but it's the end result that's important. Did any of the tax-cutting presidents balance the budget after they promised to do so? No, they all failed. Republican voters haven't seen a successful republican president in modern history, regardless of how many times they need to find excuses for failure.
