Most of what Newt had in his Contract was ruled unconstitutional. It's funny how people could vote for a man and a party that didn't run their agenda past constitutional experts. They most likely knew everything they wanted was unconstitutional but they hoped republican voters wouldn't understand it. Term limits are also unconstitutional. Why did republican vote for people who promised to violate the constitution? Because it made them FEEL good. "The Supreme Court in Train v. City of New York (1975) [1] ruled that the impoundment power cannot be used to frustrate the will of Congress under such circumstances."
