That applies to member nations. We're not gonna be one of them, so anything goes.

Just the non-members. There are only 3, and Syria's economy is already being punished. Nicaragua wanted it stronger, so they won't be punished. In the end, we'll be the only ones hurt, and that's not a bad thing. Maybe Calif. will be given a special exemption.
It's pretty cool, when you think about it. All the people who didn't want to have tax money go towards GW will paying taxes to the rest of the world to help them adapt or mitigate.
