During the Reagan era, the argument was made that tax rates were so high that lowering would produce more economic activity and ultimately more tax revenue. Now whether that happens or not depends on what tax rates you're starting from. (See Laffer Curve) It IS possible to have taxes so high it discourages economic activity and lowers collected taxes.
