Believe most governmental procurement agencies provide specs for the equipment desired and for some reason have not specified encryption for same. Perhaps they were not "sold" on the need? However SLICE is available for anyone who wants/needs it. If, as you say, encryption is not part of the standard options (that I do not know - one way or the other), perhaps it should be considered for placement on the company's basic option list in the future to draw more attention to the encryption availablity.
