Pat - Advertising payd the Internet Provider for the service. The telcos are paid but based on studies that people average 3 minutes a phone call, not hours like Internet calls. The systems weren't built for that kind of usage. So, the Telcos subscribers have been footing the bill, under Rate of Return Regulation that is rapidly disappearing.
