I don't know and don't care. The Constitution says Congress writes budgets, not the president. Presidents were forced to write budgets and see how hard it is after Nixon whined about the budgets Congress sent him. Our entire budget-writing process (which now begins with the president) hasn't worked for decades. During the Bush years, the war was taken off budget so we wouldn't see its actual cost. Under Obama, war spending was put back in the budget. It's all a joke.
