Saddam fought inspections for over a decade. They never knew whether he'd destroyed all of the massive amount of chemical and biological weapons he'd created and USED. A lot was simply unaccounted for. Short of searching the entire country how to be sure? One thing we can be confident of, Saddam had USED WMD's and had invaded two neighboring countries without provocation intending to annex the invaded territory ... and he had every intention of doing it all again and again as long as he lived.
