WWII was a turning point for the U.S. and its allies which engaged in massive bombing of enemy civilians.The fire bombing of Dresden, the fire bombing of Japan's 50 largest cities, culminating in the dropping of two atom bombs as a sort of exclamation point, was justified on the basis of necessity.

In actuality, the huge losses of soldiers in the American Civil War resulted in American reliance on not using its soldiers as primary combatants. Allies would always be used to endure the heavier losses, and air power or other means would substitute where possible for American ground forces.

It hasn't been a successful strategy. Waging war in a foreign land in this manner does not win hearts and minds, and air power by itself is not effective unless you are willing to commit genocide by wiping out every last man, woman, and child.
