In terms of handing money to politicians legally, or illegally Citizens United doesn't make any changes.

What it made easier was making independent political statements. Whether these statements come from billionaires or not that's a feature not a bug.

And the decision made it a lot easier for non-billionaires. It didn't do as much for billionaires which already had it easy.
