There are many things short of impeachment they can do. McCain is stopping his nominees. They could join him and prevent him from functioning. They could also pass laws forbidding him from taking actions against Iran or the Paris Accord.

But they're republicans. They (as a party) have a very long history of doing nothing and then getting money from billionaires to attack Democrats and getting their voters to hate Democrats.
