No they didn't. Briefly, during a boom, and after a large cutback in the size of the military, you had balanced budgets or modest surpluses. That's not "on a path" to anything significant.

Esp. since while the overall debt level of the federal government went down briefly and slightly, the net future unfunded liabilities kept going up. Even with more spending restraint then ever since (and than for some time before), a big military cut back, and a stock market and to a lesser extent general economic boom, the overall fiscal position of the federal government got worse. (Because of the growing entitlement liability).
