expensive only in the sense that cost more rmb

actually make much sense in the meaning that a desert gets tamed

besides, there be the strategic side-benefit of not wasting water resources, sending such to use before evaporation

energy shall be essentially free, and so should be planned on being free

only cost being one-off construction that ought to be good for several hundred years, plus care & maintenance
