Yes, and a president can get his party and a few conservative Democrats to join them to vote for massive debt which is what happened. Reagan later said he knew he could never balance the budget before he was elected but kept the lie going for many years. I believe he admitted he lied about balanced budgets in 1987. Regardless, Reagan said his tax cuts would grow the economy so he could spend more. Look at his words and the numbers. He failed.
