Your link confirms my number. 15.8/22 = 68% Plus the warrants were shares of FTEL not FNET so this number remains unchanged. From the linked document.

"FNet has 22 Million shares outstanding as of July 1, 1997.
FRANKLIN Telecom holds 15.8M shares, Frank Peters,
4M shares, Colin Patterson, .2M shares and the balance by
approximately 22 other shareholders. "
