How we got the diversity visa lottery:
The visa program is called the Diversity Visa Lottery. I traced the legislative history of it. Here's a summary. 1/

The program was created by powerful and well placed Italian and Irish American Senators and Reps to help their co-ethnics immigrate. 2/

They argued that the "old seed" immigrant groups were being shut out by newer groups from Asia and Latin America.Under the US immigration 3/

system, U can immigrate permanently only if you have CLOSE relatives or employment skills a US employer needs. t.co 4/

Having a cousin or aunt ain't gonna get U a green card. Some Irish and Italians came and overstayed and became undocumented. 5/

They couldn't "get legal" b/c they lacked the close family connections or job skills. Their co-ethnic Members of Congress stepped in. 6/

It was pork barrel legislation designed to benefit very specific groups. The lottery was created w/ a formula to make eligible only 7/

persons from nations who had sent a small # of peeps to the US; it obviated the need for family ties/job skills. The "diversity" language 8/

was window dressing and branding to sell it. Was politically smarter a label than a visa for "peeps with no family ties or job skills." 9/

40% of the visas for the 1st 3 yrs of the lottery were reserved for Ireland. Also not a free or open lottery since many countries 10/

and their nationals banned b/c they contributed allegedly too many immigrants already. The program cynically brought back considerations 11/
of national origins to the equation instead of focusing on the individual attributes of the would-be immigrant. 12/
