I think you're misreading what they're saying. They're saying a pedophile is someone who's attracted to children before they reach puberty and Spacey hit on a 14-year old who we assume wasn't prepubescent. The difference is that pedophiles can't be cured - at least not yet. The Catholic Church scandal wasn't about pedophile priests either in most if not all the cases. Those priests had sex with children who weren't prepubescent. The biggest difference here is they denied and covered up the scandal while Spacey is seeking help for his problem.
