Sorry, I guess it has expired. The paragraph in question said:

"Asked how small software companies could compete on products that Microsoft plans to fold into its operating system, Herbold [identified earlier in the article as Microsoft's chief operating officer] said smaller rivals had three possible paths: They could fight a losing battle, they could produce a successful product and then sell to Microsoft or another large company, or they could 'not go into business to begin with because, hey, if you're a betting person, you know which way it's going to go.'"

It was in an article entitled "Microsoft Says It Has No Back-Up Plan for Windows 98" and was under Technology News, dated 8 Jan 1998 at 11:08 pm EST. I expect it's still out there somewhere if you want to search for it -- I wish they'd left it up longer.
