Most criminals aren't on the list. The list has too many false positive and false negatives to be very useful in this area, even if there was no important issues of principle and law to keep it from being applied in this way. So let's find a list or methodology that works And lets give all children a pony as well. Wanting to change something, and passing a law vaguely related to it, doesn't mean you actually get any benefit.
