Businesses buy things when they need them and they buy at the best price. — China will continue to buy LNG from Cheniere until 2019, then probably buy no more.

No grinding bureaucracy in China is going to force Chinese businesses to buy LNG at prices well above market price, and certainly no bureaucracy in America can.

In China the government can literally can order businesses to make irrational decisions, but they won't because Xi has no reason to do something that costly for Trump. It would make the output from those Chinese firms buying overpriced natural gas uneconomic.

A month from now no one will remember the empty intention memorandum Trump and Xi signed today. The effect will be as lasting as the Trump photos temporarily plastered around Beijing.

As Max Baucus says, Trump's in a bit of a box because China won't even solve the North Korea problem for Trump, let alone trade.
