The co-operative spirit that underpinned the talks at Paris and Marrakech seems to be fast receding. Unlike the Paris Agreement, adopted in 2015, which requires that beginning in 2020 all countries take measures to tackle climate change, in the pre-2020 period, the onus is on industrialised countries
