Because it's not realistic to expect that the additional tax revenue would end up being used to knock down the debt.

I've wondered why we would pay down debt when the cost of borrowing, esp. for the gov, is next to nothing... Wonder why we don't borrow more and pay off old high interest bonds..... I understand some are non-callable....
