If this is a new concept to you and you don't understand it yet, I understand. There are only a few states in the entire country who pay more in taxes than they receive. The rest of our states are welfare states. The states that are NOT welfare states voted for Hillary. The welfare states voted for Trump. I'm not saying these states are good or bad but the reason we have such huge deficits is that states aren't producing enough tax revenue to pay for what they're getting from the federal government. They're also not paying into their pension plans and are around $1.2 trillion short of what is required by law. States are a disaster waiting to explode.
