Tax cuts are meant to stimulate spending cuts, you say. So, if your purpose is a spending cut, you cleverly cut taxes so that then you'll be forced by the protocols to equal it with a spending cut?

Which results in a bottom line right where it started. Hmmmm. Unless you then feel so stimulated that you just keep on cutting? Or what?
