every tax cut must be offset with a spending cut for their balanced budget jamthru the Senate.
The rule requires tax cuts to be offset. It doesn't require spending cuts to be offset. The Republicans own the government. If their objective is spending cuts, they are free to do spending cuts. Spending cuts do not need to be "stimulated" by tax cuts. There's nothing in the Senate rules against just cutting spending.
