Bill's behavior with Monica didn't set a precedent- it outed what was already happening. There isn't a woman alive, who is out in the work world, who hasn't been groped, or more, by a boss. When I started hostessing in restaurants at 14 (in the 70's) my boss routinely groped my ass when I was at the counter. I'd move away, but eventually I had to go back to my station- and he groped everyone- waitresses, other hostesses- everyone (unless his wife was in the restaurant- then, magic!, he stopped groping.) Men didn't have to have any boundaries with their female employees, because we were pretty much at the mercy of our male bosses. Who do you complain to, and how do you ever get another job if you do? Clinton's affair with Monica actually helped the situation and changed the country for the better. Too many men just saw their female employees as a tail reserve- to be poached at will. Now we have a new problem. Men and women will have sex, and power attracts women (as Monica was attracted to Clinton) and money attracts women- as women will sell themselves for sex- look at Trump's "wives"- or any other attractive women married to rich, repulsive slugs. So how to balance that? If you've got a hot 20 something on your desk with her legs wide open, hot and willing, it's difficult for a man to see taking a bit of that as a "crime"- especially when the younger woman is eager and willing. I would argue he needs to say, "No," but it's asking a lot.

Sexual predatory behavior is forcing unwilling women or women who cannot consent (an underage one). It's an exploitive relationship. What makes this difficult is that some young women are anything but exploited- as they climb the ladder to success one dick at a time (and I'm sure men do it now with female bosses). How to sort the exploited workers from those just looking for a sugar mommy or daddy? We've got websites that cater to these "exploitive" relationships. I'm not sure how you really fix that.

I supported Bill up to that point and if it hadn't turned overtly abusive, with intent to do serious harm, I would have left it at an eye roll. I then looked into the other complaints and was crushed to see the pattern of seriousness of harm being perpetrated on citizens.
