Well, you are right. It doesn't make sense, but it is what they've done recently. If the balance sheets stays roughly the same, that means they are continuing to rollover the bonds that mature into new securities. That means QE is ongoing. That has been happening even as they have been raising rates. They were supposed to start QT...letting the bonds mature and not replacing them...to the tune of $10B per month starting in October, but I haven't seen that happen yet. Let's see if they eventually get that started.
