Reagan did. By winning the Cold War, a "peace dividend" was generated that permitted a savings amounting to about 1/3 of the deficit reduction under Clinton. An additional 1/3 was due to the reforms achieved by Newt Gingrich's hard bargaining with Clinton, who to his credit, negotiated in good faith (unlike Democrats today).

And the other third was a result of growth caused by the Clinton Tax Cuts of the 2nd term.

Clinton did a great job with the economy. He just needed a little guidance.
