Venom is not easily treated. This is the issue. Think Japanese.

The problem with that otherwise very reasonable solution is that no one wants the white elephant nuclear business. Toshiba got taken by a con man ( see this Bloomberg article bloomberg.com for the complicated history of Toshiba's nuclear division) by not doing enough due diligence and now they can't find anyone crazy enough to take it off of their hands. Maybe one of those great "conservative" think tanks that is always touting nuclear power over solar should buy it from them, lol. It would be worth it to Toshiba to effectively give it away in return for the taker assuming the liabilities, but at this point no one would even do that. Even the Japanese govt won't step in and take it after Fukushima.
