While that has happened on one occasion (perhaps on another but I can only think of one significant one, which was after 9/11 and while ramping up to go to war and there was a great deal of uncertainty), that has not typically been the case.

The ERTA 1981 (AKA as "Reagan Cuts") pulled the country out of the worst economic "malaise" since the Depression. Without the slightest question. And the TRA86 (which technically was revenue neutral but with which Reagan closed tax shelter loopholes, reduced itemized deductions, and flattened rate schedules) was a huge shot in the arm that carried us until the end Bush 41's term.

Meanwhile, he also INCREASED taxes to save Social Security and ended the Cold War.

As I previously pointed out, 100% of our national debt can be accounted for by anti-poverty programs.
