I like bureaucrats. They do useful things. The problem with republicans (and even more with "libertarians") is that they use services every day they don't think about, social services, provided by society, but they don't spend much time thinking about what they're using or how it got there. And until the service goes away, they don't value what they've got. So many times now you read about people who get all angry at Trump, even though they voted for him, because some important service they valued is going away (like their health care). And NOW, now they want to care. It's too bad they couldn't care before they were directly affected. It's like it takes a direct hit to wake a republican up to the need for social services. One of the good things about the left is that they understand the need for society and social services BEFORE they need them- they understand that it's good for everyone that there is health care for everyone (not because we're necessarily "nice", but because it costs more to provide emergency care when you could have provided simple care.) But you can't cure selfish. The more people who are hurt by Trump, the more people will turn away from him.

But yes, in some societies, like Russia, they've got secret services and secret police who really are a deep state. We do not have that, thank goodness. Trump would probably like to have it, seeing how much he admires dictators- but we'll have to hope he's too lazy and feckless to do much about his desire.
