Students can receive a voucher worth the lesser of the private school tuition or 75 percent of the per-pupil public revenue ($5,066 in 2014–15). A family is allowed to supplement the voucher with additional funds.


So your lead off premise is wrong,,, "1) There is no such thing as funds earmarked for a particular student."

The other cool thing that happens... A Mexican immigrant parent wanting to instill his cultures morals and family values but not having much money wants to send his kid to a private school, with classical Latino values, may not have the 10K tuition, Bur with the above voucher taking care of half the tuition... the parent has a greater chance toof finding the other 5 k.
