I think Frank's case is different. Apparently he and his wife have been unable to have children (3 miscarriages) have tried to adopt only to have birth mothers renege. They have twins that were born to a surrogate mother. Frank's got in trouble for trying to talk two staffers to be surrogates for them. A sensitive topic he didn't handle well. NOT a sleazeball like Weinstein, Moore, Trump, etc.
