She paid for it...then made sure it leaked everywhere. Just like a mafia boss, she made sure she stayed several arms lengths away from the dirty work to maintain plausible deniability. She's been a politician for over 25 years. She's learned a trick or two on how to win elections slinging mud, while appearing to be above the fray herself in case it blows up. This isn't speculation.
