I feel like you're asking the same questions over and over. The objective is a higher level of growth at a consistent pace because that is how you get the revenue needed to meet fixed obligations. Just like an airline measures performance in revenue passenger miles or Verizon is interested in subscribers, the essential economic function for government is to encourage growth which increases revenue and allows it to pay for programs. In this case, to repay money borrowed to fund programs we couldnt afford at the time (SS, MC, Obamacare, etc,)
