By the time Newt came up with this "idea" the deficit has fallen from around $290 billion to $164 billion (1995). So Newt somehow reduced the deficit by almost half before he came up with the idea. OMG, someone actually wrote that.

Seven years after 1995 is 2002. By 2002 republican were exploding the deficit again. The budget was balanced long before Newt could do anything.
