Terrorism wasn't created by anything the US did. As for oil price movements see this long term price chart (inflation adjusted). macrotrends.net republicans took us to war to create terrorism after the USSR collapsed and to get oil prices as high as possible. During the Reagan years, oil prices fell. SADDAM took the ME to war to get oil prices as high as possible. GHW Bush drove Saddam out of Kuwait and oil prices continued their fall We kinda know this since they stayed in that war long after their lies about WMD were exposed. I guess you're throwing both Iraq wars and Afghanistan and what the heck, Syria and Somalia together there. Never mind Clinton's support for them all. You've got a conspiracy theory to crank out.
